War Powers Authorization by Public Vote

I saw this proposed amendment to the U.S. constitution.  Since I support making it more difficult for our country to wage war I would support any amendment of this type.  That having been said, I would suggest the following improvement:

I would delete parts 2 and 3 which would require a special war tax and specifies how soldiers are to be paid and equipped.  I believe that currently available methods of collecting taxes should be sufficient for our elected officials.  While I agree that soldiers should be well paid and equipped, placing this matter within the constitution would have the effect of requiring the courts to intervene in these matters.  I think these are properly legislative decisions.

I have another approach to the same problem.  As an alternative I suggested that we explicitly state that war must be declared and state that war can only be declared in response to an act of aggression or gross violation of human rights.
